Indonesia
is an archipelago with a high population. Lot of indonesia citizen have age
productivities as human worker. But the
opportunity of jobs is decrease, that is
show us that amount of labor is not equal with the jobs available. so that the
unemployment in Indonesia is high. If that condition is neglected, it will be a
problem for our country, Especially
impact to the economic of country. And this time we should act from and
discuss with government to solve this problem with policy that they have.
To solve this problem we
can see the opportunities that exist. we start look at the human resources. How about the skills and
knowledge possessed by the citizens of the labor force. Most of them just
graduates from junior high school, it
because of goverment policy that citizen duty to study at school while nine years.
It is based the Law of National Education. 2/1989. The policy aims to answare the challenges and
needs of the time and create a knowledgeable society through basic education.
But is has not been implemented evenly and thoroughly. Other factors such as no
high motivation of the community to implement the policy so that it becomes
ineffective. in addition, because the primary targets of this program are
elementary school children as a result of the labor
force are still not school age can not enjoy the program. so that there are
still many people who can not read and write. then the government issued a
policy that requires all people to read and write. but the high competitive
ability with outside labor can still owned by Indonesian labor . but duty to
study at school until nine years old is still below of neighbors labor
capabilities. Education is not indicator of skill that labor to have but the
other skill should be have the labor.
Gradually
the program do not runs fine, because the government do not easy to enter and
influence the people. In this time the informal sector which we need to to be
able to convey the message easily adjust the pattern of behavior for society. Institutions
derived from its existence in the informal sector are aware but not legally
recognized, but this is pretty much the institution, in Indonesia almost every
region has this institution, so this institution is very close to the society
even more familiar patterns of behavior of people in each region.
Currently
the informal sector is not only close to the community and as a means messenger
of the government, but when the informal sector has expanded into an
independent institution so that the informal sector has a big potential to
absorb the labor. Because it stimulates the entrepreneurial and local economic
growth of society. This is show from the innovation created by the informal
sector to create jobs with training to improve the quality of public resources.
employment in this sector is very flexible ie not considering gender age, and
location that type of work. Examples of the work of the informal sector are
small shops, street vendors (PKL), tricycles, parking stylists, musicians and
street children, market traders, farm workers and others. Based on Central
Bureau of Statistics, to note that the informal sector in Indonesia is almost
the average becomes the largest foreign exchange earner of the entire GDP
(gross domestic product). particularly in agriculture which is about 304 777.10.
In many agricultural informal sector surplus labor is absorbed, reaching
39,959,073 people by 2013, and it is the highest of all the inhabitants of the
labor force 15 years and over based on field work.
It
shows that the informal sector can be a solution in the informal sector of
employment in addition to the field work was able to create an independent and
sustainable in order to overcome the problem of unemployment, which in turn
will boost the country's economy. It is clear from the important role of government.
It is expected that the government should prioritize the informal sector. it is
not possible, existing informal sector can develop large as the formal sector.
With proper management and development of the informal sector that could
support the Indonesian economy.
Of
course, the informal sector has been the main focus should be on policy-making
for the welfare of society. And if this can be done by the government, the
informal sector is no longer a marginalized sector. So the informal sector can
be a fundamental force for economic development.
